FEDERA AND SRHR IN FEBRUARY 2026

Penalty for the Chief Commander of the Police upheld!

Last year, a financial penalty of PLN 75,000 was imposed on the Chief Commander of the Police – now the Provincial Administrative Court in Warsaw has confirmed the decision of the President of the Personal Data Protection Office (UODO):

The Chief Commander of the Police violated the GDPR by disclosing information about the health and private life of Joanna, a FEDERA client, during a press conference. The fine of PLN 75,000 has been upheld.

In his decision, the President of the Personal Data Protection Office stated that the violation of the GDPR by the Chief Commander of the Police was serious because it consisted in the disclosure of data without legal basis, in particular information belonging to a special category of personal data. The information provided at the press conference could be linked to earlier media reports about Joanna and her story. The disclosure of data by the KGP entailed both a potential and real possibility of its use by third parties without the knowledge and consent of the data subject, and involved the risk of harm in the form of exposure to discrimination, loss of reputation and control over the processing of information about oneself.

Access to healthcare in Poland is declining

Eurostat has published an interactive map where you can check how long it will take to get to the nearest medical facility from your place of residence, based on data from 2023.

Between 2024 and 2025, 539 hospital wards were suspended or closed. The changes affected almost all specialities, from general surgery to paediatrics. Obstetrics and gynaecology wards were suspended or closed 93 times. Between January 2024 and July 2025, 29 were closed in the country. In January 2026 alone, another 18 were closed. Delivery rooms were installed in emergency departments. If the Eurostat map were based on the most recent data, it would look even worse.

Letter to the Minister of Internal Affairs and Administration

FEDERA has prepared a letter to the Minister of Internal Affairs and Administration requesting urgent action to strengthen the protection of patients and medical staff in Polish hospitals. In the letter, we appeal for:

  • the recognition of gatherings organised directly outside medical facilities, which disrupt their functioning or affect patients and staff, as a threat to public order,
  • a legislative initiative to create buffer zones around hospitals,
  • the issuance of guidelines for the police, in cooperation with the Chief Commander of the Police, specifying the standard of conduct towards such gatherings.

Patronage of the book Wszystko jest OK (Everything is OK)

Three life experiences – miscarriage, abortion and childbirth in the story of one woman. Magdalena Matraszek describes her own experience of each of them in an extremely attentive and sensitive way. She gives readers the opportunity to emotionally accompany her through miscarriage, treating abortion as a normal part of life and without mythologising childbirth or motherhood. This is a book that is simply necessary.

Mateusz Bieżuński, FEDERA’s lawyer, participated in the substantive consultations.

MEP Grzegorz Braun at the Public Prosecutor’s Office

MEP Grzegorz Braun appeared at the Public Prosecutor’s Office in connection with a case from last year, when he assaulted gynaecologist Gizela Jagielska while she was on duty at the hospital. He barricaded himself with her in one of the hospital rooms, shoved her and insulted her. All because he believed she had committed a crime, by providing legal abortion care to one of FEDERA’s clients – even though the Prosecutor’s Office did not find any evidence of this.

Grzegorz Braun refused to testify, but we still hope that the events in this case will start a legal counteroffensive in the new war that the anti-abortion community is waging against us.

“My Voice My Choice” Initiative

The European Commission has given the green light to the My Voice My Choice Initiative, introducing a funding mechanism for safe and legal abortion in the EU. This is a great success for the entire feminist movement in Europe. Federa has also been involved in the process for the past few years. At the end, we participated in the latest press conference alongside Nika Kovac from the 8 March Institute (Slovenia, leader of the MVMC), Dominika Lasota from the Wschód Initiative and Aleksandra Łoboda from the Widzialne Foundation (both from Poland) in Brussels.

Changes in the Ministry of Health

Dagmara Korbasińska-Chwedczuk was forced to resign from her position under pressure. For years, she served as Director of the Department of Health Equality at the Ministry of Health. Her attitude towards women’s rights in Poland facilitated our work, among other things, as part of the ministerial team for women’s health safety. This is a great loss for women in Poland and a setback in the implementation of pro-women and pro-patient systemic solutions.

Together with other organisations, we appealed to the Ministry of Health to reinstate Ms Dagmara Korbasińska-Chwedczuk to her position as Director of the Department of Equality in Health.

The case of Lela

Lela, a Georgian citizen who was 15 weeks pregnant, was taken under the care of the FEDERA Foundation. Lela was weakening, vomiting blood and repeating that she had someone to live for. She was waiting for doctors’ approval for a life-saving abortion. FEDERA intervened on Lela’s behalf and took up the fight against the health care system. With Lela’s consent, we informed the media in Poland and abroad about her case.
